
🇨🇩 DRC: “The withdrawal of Rwandan troops and the end of their support to M23 are non-negotiable conditions” – Félix Tshisekedi
At the 80th United Nations General Assembly in New York, on Tuesday, September 23, 2025, President Félix Tshisekedi delivered a strong message on the security crisis in eastern DRC.
Speaking before world leaders, he denounced Rwanda’s continued military and logistical support to the M23 rebellion, stressing that:
👉 “The withdrawal of Rwandan troops, the end of their support to M23, and the return of state authority over all occupied areas are non-negotiable conditions for genuine peace.”
📝 The Washington Agreement & UN Resolution
Tshisekedi recalled that the UN Security Council, through Resolution 2773 of February 21, 2025, demanded M23’s withdrawal from Goma, Bukavu, and all occupied areas. He also praised U.S. President Donald Trump for facilitating the signing of the Washington Peace Agreement on June 27, binding Kigali to a full, verifiable troop withdrawal and the establishment of a joint security mechanism with Kinshasa.
📝 Doha as a second peace pillar
The President also highlighted the Doha Declaration signed on July 19 between Kinshasa and M23, aimed at addressing the internal dimensions of the conflict – including conditional reintegration of some fighters into the national army and police.
📝 A call to the UN
Tshisekedi urged the UN to ensure strict enforcement of these agreements, warning: “As long as these decisions are not implemented, the blood of innocents will continue to flow.”
For him, a multi-layered diplomacy – combining Washington, Doha, and regional efforts – is the only path toward lasting peace in eastern Congo, especially after the failure of the Luanda process and the recent fall of major cities like Goma and Bukavu.
