North Kivu: Teachers in Rutshuru, Masisi, and Nyiragongo go five months without pay
Teachers in the territories of Rutshuru, Masisi, Nyiragongo, and in the city of Goma are entering their fifth month without receiving salaries. This prolonged delay threatens the Democratic Republic of Congo’s (DRC) flagship policy of free primary education and is further straining communities already living under the control of the M23 rebellion.
Aimé Mukanda Mbusa, a community leader and rights defender from Rutshuru, denounced the situation, arguing that the delays “punish families and create a vacuum exploited by rebels.”
Reports indicate that in the areas under its control, the M23 has imposed school fees, raising serious concerns among parents who had welcomed the government’s free education program as a relief.
Mukanda urged the government to respond swiftly and suggested a practical solution:
👉 Pay teachers through Mobile Money services such as M-Pesa, Airtel Money, or Orange Money. According to him, this method would be faster, safer, and would bypass logistical and security challenges.
Without urgent government action, prolonged salary suspensions could undermine basic education in North Kivu and strengthen the grip of armed groups over vulnerable populations.
