RDC: President Tshisekedi Unveils Suminwa II Reshuffled Government to Boost National Reforms

Kinshasa, August 8, 2025 – In a move aimed at injecting fresh momentum into governance and accelerating national reforms, President Félix Tshisekedi has announced a major cabinet reshuffle, unveiling the new Suminwa II government during the night of Thursday to Friday. The announcement was made by presidential spokesperson Tina Salama through the reading of presidential ordinances.

The new executive is composed of 53 members, distributed as follows:

  • 6 Vice Prime Ministers
  • 12 Ministers of State
  • 24 Ministers
  • 5 Delegated Ministers
  • 6 Deputy Ministers

This reshuffle sees several high-profile political figures retaining or assuming key positions, signaling a balance between continuity and renewal.

Key Appointments in Strategic Ministries

  • Jacquemain Shabani takes charge of the Interior, Security, Decentralization, and Traditional Affairs.
  • Jean-Pierre Bemba retains his position as Vice Prime Minister in charge of Transport and Communication Routes.
  • Guy Kabombo Mwadimvita is appointed to Defense, replacing previous leadership amid growing security challenges in eastern DRC.
  • Daniel Mukoko takes over the Ministry of National Economy.
  • Adolphe Muzito assumes responsibility for the Budget portfolio.
  • Jean-Pierre Lihau continues at the helm of Public Service and Administrative Modernization.

Notably, Patrick Muyaya remains the Government Spokesperson while also leading the Ministry of Communication and Media. Thérèse Kayikwamba takes the role of Minister of Foreign Affairs, with Crispin Mbadu Panzu focusing on Francophonie and Diaspora as a delegated minister.

Balancing Reform, Security, and Development

Political analysts see the Suminwa II cabinet as an attempt to strengthen governance ahead of pressing political and economic challenges, particularly in security management, economic diversification, and social welfare.
