Tshopo: Former Governor Paulin Lendongola Accused of Misappropriation of Public Funds
Legal pressure continues to mount against former Tshopo Province governor Paulin Lendongola Lebabonga, as the Office of the Prosecutor General has formally requested authorization to open a judicial investigation into allegations of embezzlement of public funds.
In a requisition dated November 24, 2025, Firmin Mvonde Mambu, Prosecutor General at the Cour de cassation, asked for legal clearance to initiate proceedings against the former provincial leader.
According to the prosecution, more than USD 700,000 allocated for the rehabilitation of RN4 is suspected to have been misused. The case file also highlights a controversial USD 1 million contract signed between the provincial government and Impact Business Company for the renovation of Lumumba Stadium in Kisangani. Prosecutors claim the company lacked both the financial capacity and technical expertise required to carry out the project.
The requisition further mentions the alleged personal use of provincial funds, including the purchase of vehicles and construction equipment that were initially intended for road rehabilitation projects in Kisangani but were reportedly diverted for other, unexplained purposes.
These allegations emerge amid heightened political tensions in the province. On October 27, 2025, the Tshopo Provincial Assembly voted to remove Paulin Lendongola from office, citing poor management of public finances. However, on December 26, 2025, the Cour constitutionnelle reinstated him, ruling that the removal procedure violated legal requirements.
From a legal standpoint, the prosecution is relying on Article 145 of the Criminal Procedure Code, which governs the prosecution of officials who benefit from legal immunity. As such, the Prosecutor General has formally requested authorization from the Tshopo Provincial Assembly to proceed with the investigation, while ensuring the accused is granted the right to defend himself.
The next step now rests with the Provincial Assembly, which must decide whether to grant approval for the official launch of judicial proceedings against the former governor.
