In a rare and symbolic military and political move, the M23 rebel movement and the Government of Burundi conducted a prisoner exchange at the Nemba border on Friday, July 25, 2025.
According to sources close to the process, 20 Burundian soldiers who had been captured by M23 since 2023 were officially handed back to Burundian authorities. In return, M23 received 20 of its fighters who had been detained in Burundi.
The exchange took place quietly at the Nemba border crossing—strategically located between Rwanda and Burundi—marking a significant episode in the ongoing regional tensions around eastern DRC.

When contacted for comment, M23’s military representatives declined to provide any official statement.
On the Burundian side, while no formal government declaration was made, a senior military official acknowledged:
“If such an exchange occurred, it falls within the provisions of international humanitarian law governing the treatment of war prisoners.”
